2 city workers charged with stealing wiring, cigarettes

One man is accused of stealing copper wiring from a city-owned warehouse, another of lifting confiscated cigarettes and selling them for a profit.

Both are City of Chicago employees, at least for now.

George Dickey, a security guard with the General Services Department, was arrested early Tuesday after allegedly taking three rolls of copper wiring from a Chicago Department of Transportation warehouse in the 2400 block of Ashland Avenue and loading them into his car.

The three 150-foot wire rolls had a value of about $1,000, police said. He was caught after his supervisor witnessed the theft on a surveillance camera and called police, a Cook County state's attorney's office spokesman said.

It was not clear if he was on duty at the time of the thefts. Dickey, 42, of the 6400 block of South Aberdeen Street, was charged with a single count of felony theft. On Wednesday, he was ordered held on $20,000 bond by a Cook County judge.

In the second case, Abd Ayesh, 32, who makes $66,564 a year as a supervisor in the city's Department of Business Affairs and Consumer Protection, is accused of stealing cigarettes that had been confiscated for lacking tax stamps, authorities said Wednesday.

An inspector in Ayesh's department who took part in the theft and is now cooperating with prosecutors provided details of how Ayesh stole cigarette cartons several times from city evidence areas, authorities said. He loaded the contraband into plastic bags and stashed it in his office, the witness told officials.

The inspector would then pick up the cigarettes and distribute them to South Side convenience stores owned by members of Ayesh's family, according to court documents. The cigarette cartons were sold to the stores for $20 each, and Ayesh and the inspector split the proceeds, officials said.

Ayesh, 32, of the 5700 block of South Menard Avenue, was charged with felony theft of government property and official misconduct. He was ordered held on $25,000 bond by a judge Wednesday.

The city has moved to fire both men.
