VIX env signal question for COBRA

When I look at charts 6.2.0a and 6.2.0b, one for uptrend while the other for downtrend. I think VIX used the same envelope. But why lower VIX charts looks different. In 6.2.0a, VIX go across the lower env boundary multiple times recently. However, 6.2.0b vix is consistently inside env channel. Is there any different setting here? Thanks a lot for your answer.
