for those 阿拉伯王国们, without US support, they would be gone in no days.
And they do not have to sell oil in other currency to reduce their dollar risk, they can just buy assets(like real estate, stocks or soccer teams) in european countries.
Please note that it is said to happen within 9 years. It is not tomorrow. It is very likely to happen eventually. So I trust this news.
This plan definitely places heavy pressure on US government. Obviously, these countries are dissatisfied from that US government spoils USD depreciation. US Government has to take it seriously now. If USD is appreciated from now on, China and Gulf countries will be happy and this plan will be delayed. If US Government continues to ignore these complaints, this plan will happen for sure.

If this plan is carrying, the US would attact those 阿拉伯王国们 (mid-East oil countries) for sure. They have nothng to lose. There was a romour that Bush attacked Iraq because Sadam planned to replace US dollar for his oil exports with Euro currency. I think this is just a wish by China officials.
