话说2008，美国人民热捧O8,一代天之“娇子”横空出世，以改变为竞选纲领，打得越战老兵满地找牙。登基两百天，重把美国股市推向性高潮，其左膀大奔也宣布美国再次拯救了世界，将危机这一天外来客活活用美元抽死。我这半死熊于林中捂着烤得没毛的屁股，正然然间满处找树茬子准备自我了结，忽然一本天书从天而将，上写“Hoover 手记”，接着天光，赶紧翻阅，恰如一夜春风来，熊心骤起，熊毛（不多了，烤的）直立，真是天不亡我，这O8原来不是FDR，倒是Hoover再生。欲知后事如何，且听下回分解。

Hoover deeply believed in the Efficiency Movement (a major component of the Progressive Era), arguing that a technical solution existed for every social and economic problem. That position was challenged by the Wall Street Crash of 1929 that took place less than eight months after his taking office, and the Great Depression that followed it which gained momentum in 1930. Hoover tried to combat the Depression with volunteer efforts and government action, none of which produced economic recovery during his term. The consensus among historians is that Hoover's defeat in the 1932 election was caused primarily by failure to end the downward economic spiral, compounded by popular opposition to prohibition. Other electoral liabilities were Hoover's lack of charisma in relating to voters, and his poor skills in working with politicians. As a result of these factors, Hoover is typically ranked very poorly among former U.S. presidents.

"To pay for these and other government programs, Hoover agreed to one of the largest tax increases in American history. The Revenue Act of 1932 raised income tax on the highest incomes from 25% to 63%. The estate tax was doubled and corporate taxes were raised by almost 15%. Also, a "check tax" was included that placed a 2-cent tax (over 30 cents in today's dollars) on all bank checks. Economists William D. Lastrapes and George Selgin,[36] conclude that the check tax was "an important contributing factor to that period's severe monetary contraction." For this reason, years later libertarians argued that Hoover's economics were statist. Franklin D. Roosevelt blasted the Republican incumbent for spending and taxing too much, increasing national debt, raising tariffs and blocking trade, as well as placing millions on the dole of the government. Roosevelt attacked Hoover for "reckless and extravagant" spending, of thinking "that we ought to center control of everything in Washington as rapidly as possible," and of leading "the greatest spending administration in peacetime in all of history."[37] Roosevelt's running mate, John Nance Garner, accused the Republican of "leading the country down the path of socialism".[38]

These policies pale beside the more drastic steps taken later as part of the New Deal. Hoover's opponents charge that his policies came too little, and too late, and did not work. Even as he asked Congress for legislation, he reiterated his view that while people must not suffer from hunger and cold, caring for them must be primarily a local and voluntary responsibility."

话说Hoover，当世骂他的人多，却不知当年他当选时，是众望所归，被谕为最智慧的总统。要细说呢，Hoover正经是一苦孩子出身，跟小白菜似的，9岁就没了爹和娘啊，正个儿一地里黄。他继父也不比黄世仁强，就那他当一童工使。好在Hoover志向远大，有头悬梁的精神，自学成才，高中都没毕业，就上了斯坦夫，专攻地质学，读书期间结识了唯一的同专业女生Lou Henry并结百年之好，两人都是人精，会七八种外语，据说，当两人要说悄悄话时，就直接的国语伺候。1896年，Hoover成了一名采矿工程师，在职期间，发专利若干，著书立说，兢兢业业，绝对的十大杰出青年。1914年就是高管，百万富翁，拥有部分Burmese银矿。Hoover不仅有财气也有“人”气，是个地道的普世主义者，一战期间，但帮助大批滞留在战区的美国人撤离，也领衔了比利时救援的人道主义计划，在政治上崭露头角后，他从1921到1928，担任了两界商务部长。这样一个文理兼修的聪明人，以减税，反对农业补贴等为竞选宗旨，轻松的干掉了民主党的候选人Al Smith。Hoover赢得58%的民众选票，531个地区选票中他赢了444个，比O8如何？在当选为共和党候选人时，他说："We in America today are nearer to the final triumph over poverty than ever before in the history of any land. The poorhouse is vanishing from among us." 可惜......
