can i ask a question or comment:
For the trend reverse in March 2009, why not compare 3/19 vs. 2/19ish when NED reaches 100% for both case. and if so, it will be treated as rule #3.

I wonder if there is any principle say, divergence check (on rule 1-3) should only be applied between nearest NED peaks/troughs or even more strict as NEDs within xxx days.  

Or put in a different way, when more than one rule is set up, how to set up a mathematical principle on when the rules should be applied.
