Anyone care about the Market-to-Market rule change?

As a bear, I am very worried about Thursday's vote on Market-to-Market rule change,  I do think it will be approved and that will shot up Financial big time, and that may push DOW and others up a lot on Thursday. But seems not too much people care about it? Is this potential change a big deal or not?
