well large institutional money is very hard to flip from side to side. what's "commercial" referred to? mutual funds and pension funds? large spec? hedgies? I know large or small hedge funds still remain on short side with a lot of sideline money but the sideline money for hedge funds has been getting into the market at increasing speed which signals the expected downside of VIX.
