请教，美救市计划没通过，为什么美元升了？

本以为救市计划如果没通过，美元会继续疲软，怎么反而升了？难道是石油大跌了$10的原因？再一个问题是在石油美元本位中，以前都是美元涨石油涨，现在为什么会是石油涨美元跌？只知道这大概和美国人印刷过多美钞在整个世界流通有关，但具体又是怎么形成美元对石油的这种反比例关系的呢？还请高人能给个解答，谢谢
