EU Proposes 'Banking Union'

Banking union is a lightweight version of fiscal union, and the hope is it will set up a firewall between European Debt Crisis and European banks, and hence banks in the rest of the world. Banks are more important than sovereign debt, because if banks are safe, the global economic engine can hum along.

There is no details so far, but that leaves enough room for speculation.

Sometimes hope can do a lot more than solid fact can to move the market, until details emerge.
