today's volume is comparable to Dec18(Sell-on-strength), Jan15 (buy-on-weakness),

Feb 19 OE volume was lower than usual.  

I cannot find an edge in OE days' large $ flow.

here is my understanding for your two questions: last month mrk is very bullish, so a lot of short call postion will got exercised inspite of the sell of today. this results a lot of short positions. so need buy back stock to get out of short position(question number 2). or one can sell puts against the short postion to keep a short bias(question number1). so, monday will see big rally to offset the rest of the shorts if not covered today.
