I would slightly change the bill as an area-adjust one. e.g., in CA/NY, give 50K credit tax, in central states, give 15K. Or 10% everywhere.

Don't confuse tax credit with income. $15,000 tax credit worth much more than income $. say you are in 30% tax range, you actually save ~1.00/.30= 3.3 times 15,000, i.e. $46,000 buying a new house.  t ...
