Cobra, what is the rationale behind $CPCI? if too many people are buying put, can you say that, they are bullish, and buying put is just to hedge their longs?

CPCI is index put call ratio, most used by big guys. Actually, I don't care reasons behind whatever, I just see chart. Everytime when CPCI was too high, the market was topped, that's all I need to know.
