Not a bad move. Some unexpected actions will create fear and uncertainy and give the weaker side some leverage in negotiation. In terms of Weiqi, this is called Jiaoju. When facing international monoply, some Jiaoju moves will benefit China's negotiation - not necessarily a turning point, but at least gained some initiatives (in the past, China was always a passive defender w/ all the bottomline known by the other side). |
